A broken system – why our workplace bullying procedures don’t work

Many companies now have workplace bullying and harassment policies in place, and follow the current practice of using grievance procedures when cases are brought forward.  However, the majority of cases are not upheld, and for the people involved, the damage already done is reinforced by institutional betrayal.  Why are we so fixated on a broken system, and what can organisations do differently?
